Overview
The Council of Genies is a clandestine organization comprising four elemental genie beings — one each of the Efreeti, Dao, Djinn, and Marid — whose collective power approaches that of a deity without any individual member reaching that threshold alone. They operate in the world through subtle influence, carefully managed intermediaries, and the long game of cosmic patience, deliberately avoiding the kind of overt action that would draw scrutiny or resistance from other Powers with the inclination and capacity to interfere.
They are, collectively, Lawful Neutral — a functioning arrangement between four very different beings whose individual alignments range from Chaotic Good to Lawful Evil, held together by shared interest, agreed-upon operating principles, and the pragmatic recognition that what they are trying to accomplish requires consistency.
They have paladins. They do not widely advertise this.

Azara, the Rekindled
Fire — Efreeti — Chaotic Good
The council’s most passionate voice and fastest vote. Azara was remade by an act of unearned grace at some point in her history and has oriented her Efreeti fire entirely away from the exploitative traditions of her kind. She championed Vashir as the council’s field agent and was the first to recognize the significance of Beytel’s vow. She is most frequently outvoted and most frequently correct.
Tharuk, the Resolute
Earth — Dao — Neutral Good
The council’s deliberate voice and primary brake on hasty action. Tharuk is a Dao who arrived at goodness not through sentiment but through a resolve that outlasted every circumstance brought to bear against it. He is conservative, self-aware about his own self-interest, and thorough in everything he undertakes. He was the last of the four to support the intervention on Beytel’s behalf and has since implemented his part of the work with characteristic completeness.
Nivara, the Reborn
Air — Djinn — Chaotic Neutral
The council’s creative voice and its hardest member to bring to agreement. Nivara passed through a defining tragedy and emerged as something new — not healed in the ordinary sense, but reforged. She is a free spirit who has learned, at considerable cost, what it means not to commit to things, and who makes the choice to participate in the council’s structured work fresh each time. She holds the strongest personal connection to Beytel’s situation, recognizing in him a pain she has lived through and moved beyond.
Shibbulanu, the Inexorable
Water — Marid — Lawful Evil
The council’s operational architect and the source of its lawful structure. Shibbulanu joined the council because something about the project was genuinely unprecedented and worth his attention. He provides the procedural and legal infrastructure that makes the council’s collective Lawful Neutral alignment coherent: the Geas on Vashir, the proceedings before Primus on Mechanus, the established tenets for their paladins. He does not engage with the moral dimension of the council’s work. He engages with its effectiveness.
The Field Agent: Vashir
The council’s primary point of contact with the mortal world is an Efreeti named Vashir, championed for this role by Azara over the objections of at least two other council members. Vashir is operating under a Geas that limits what he can disclose, a measure implemented primarily at Shibbulanu’s recommendation to reduce exposure to counter-interference from other Powers.
Vashir is, by conventional assessment, extraordinarily bad at the covert aspects of his role. He is excellent at the essential ones.
Operating Principles
The council’s approach to influence is defined by deliberate restraint. They do not act directly in the mortal world if they can act through intermediaries. They do not use overt force if they can use subtle pressure. They do not reveal themselves if concealment serves the mission. This restraint is not philosophical — it is practical. Powers of comparable magnitude, if made aware of the council’s activities, might feel inclined to interfere. The council’s preferred posture is to operate beneath the threshold of that awareness.
This approach is codified in the Geas placed on Vashir and in the tenets they have established for their paladins:
Sow the seeds of creation amid the ashes of destruction. Lead with splendor and grace. Respect the elements, and fear their wrath.
These tenets are prescriptive rather than biographical — they represent what the council demands of those who swear to them, not descriptions of the council members themselves. That several of the tenets resonate personally with individual members is not coincidental.
Current Mission: The Wild Magic Event
The council has identified an impending Wild Magic event of sufficient magnitude to produce ripple effects across the multiverse. The specific nature and timeline of this event are known to the council through means they have not disclosed. Their response has been to identify and cultivate mortal agents capable of preventing or containing it — individuals with the specific combination of power, connection, and moral character required to act effectively in circumstances that raw elemental force cannot address.
Beytel, a Changeling paladin and sorcerer carrying the soul of his deceased brother Geist, is the council’s primary investment in this effort. He does not know the council exists. He does not know the source of his paladin powers. He does not know that the soul of his brother is the subject of active cosmic litigation before Primus on Mechanus. The council has determined, through a deliberation process that was not without friction, that his ignorance on these points currently serves the mission better than his knowledge would.
The Mechanus Proceedings
The devil Serevan holds a prior contractual claim on the soul of Geist, Beytel’s brother, which the council’s intervention complicated but did not definitively void. Active proceedings are underway before Primus on Mechanus to resolve the question of the soul’s disposition. The council’s interests in this proceeding are managed through channels Shibbulanu identified and established.
The proceedings are ongoing. Serevan, for his part, appears in no particular hurry to resolve them.
Collective Alignment Note
The council’s collective Lawful Neutral alignment emerges from the interaction of its members rather than from any individual member embodying it. Shibbulanu’s lawful structure, applied to Azara’s good instincts, Tharuk’s principled weight, and Nivara’s creative neutrality, produces an organization that operates by codes, through channels, and with the kind of patience that individual alignments alone would not sustain. They are, collectively, more ordered than most of them would choose to be individually. They have accepted this as the cost of functioning.
